The 1999 Labs21 conference was held September 8 to 10, 1999, in Cambridge, Massachusetts. Previous Labs21 conferences were smaller gatherings attended by federal government employees. The 1999 conference was the first to include representatives from both the public and private sector. It was attended by more than 180 participants and featured more than 40 speakers.

The 1999 conference agenda is currently still available.
