The first major energy legislation passed by Congress in 13 years, the Energy Policy Act of 2005 (EPAct 2005), was signed into law by President George W. Bush on August 8, 2005.

Presidential Memorandum

On September 26, 2005, President Bush issued a Presidential Memorandum, which calls on federal agencies to conserve energy and fuel during this year's winter heating season, which occurs from November 1, 2005, through April 30, 2006. Labs21 and EPAct 2005

To provide a more detailed summary of EPAct 2005, the U.S. Environmental Protection Agency and U.S. Department of Energy co-hosted a breakfast session at the Labs21 2005 Annual Conference, entitled, Federal Roundtable: Labs21 and the Energy Policy Act of 2005. The roundtable was a forum for open discussion concerning the opportunities for, and challenges of, meeting the requirements of EPAct 2005, while integrating the Labs21 approach.
